The volunteer will be in charge of supporting DPA’s team in managing their own monitoring and evaluation framework.

Description

Objectifs

In rural northeast parts of Cambodia, support for isolated communities whose incomes depend on natural resources such as forests is limited. However, it is crucial to support the sustainable development of these communities to ensure the preservation of Cambodia’s important biodiversity. The Development and Partnership in Action (DPA) works to empower and support impoverished and vulnerable individuals, enhance community resilience, foster engagement and collaboration with relevant stakeholders, and advocate for an enabling environment for sustainable development. For instance, DPA assists local communities in the management of natural resources. Through one of its projects, it provides seedlings, small trees, and technical support to help communities to restore deforested areas. However, since each of the NGO’s project uses different monitoring & evaluation (M&E) tools, it becomes challenging to obtain a comprehensive overview of all the NGO’s activities and efficiently produce reports for donors.
DPA’s management team thanks to the intervention of two PU’s volunteers (Nov 2024 and January 2025) developed it’s own monitoring and evaluation framework. To continue this process, DPA is seeking a third and last mission to strengthen the practices that have been put in place and ensure sustainability over the long term. The organization also aims at going deeper into the subject after an initial period of adaptation.

Intervention attendue du volontaire

The volunteer intervention should encompass the following topics:
-Assessing the current situation and tools utilized by DPA.
-Assisting DPA in reinforcing the comprehensive monitoring and evaluation (M&E) framework that they use.
-Training DPA and providing support to the team in implementing and utilizing the new framework.

Remarque(s)

Training location: DPA’s office Office hours: Monday to Friday – 8.00 am – 5.30 pm. Training hours: 8.00am – 12.am OR 2 pm to 5.30 pm depending on the team availability.

Mission’s Agenda:
– Day 1 : the volunteer is welcomed by the team In Phnom Penh, learn about the context and analyze the existing M&E tools used by DPA – Days 2 to 3: with the support of the Programme Coordinator, the Monitoringand Evaluation Officer and the Programme Manager, the volunteer organizes online interviews with DPA offices in different provinces to better analyze the tools they use and their needs regarding M&E systems
– Day 4 to 6: The volunteer designes new M&E tools with the support of the Programme Coordinator, the Monitoring and Evaluation Officer and the Programme Manager
– Day 7: The volunteer designes the training with the support of the Programme Coordinator, the Monitoring and Evaluation Officer and the Programme Manager
– Day 8 to 9: Implementation of the training on how to use the new M&E tools with DPA team members (13 participants)
– Day 10: wrap-up meeting with DPA’s team in Phnom Penh.

Phnom Penh, the capital city of Cambodia, is a bustling urban environment. It offers a wide range of options, including local and Western restaurants as well as supermarkets. During your days off, there are numerous sites to visit, such as the Royal Palace, National Museum, Sunset River Cruise on the Mekong, Wat Phnom Temple, Tuol Sleng Genocide Museum, Central Market, Russian Market, and more.

Development and Partnership in Action (DPA)

Historique

Development and Partnership in Action (DPA) is a Cambodian non-government organisation (NGO) which localised from an international NGO called CIDSE. CISDE was operating in 3 countries in SEA (Cambodia, Laos, Vietnam) and fully transferred to Cambodian management staff in 2006.

DPA has applied a new strategic plan for 2022-2026 with a vision for all Cambodians to enjoy a high quality of life as full citizens, accessing, using and protecting their rights. DPA continues to apply the key approaches as Community Organising (CO) and Rights Based Approach (RBA) for empowering and supporting poor and vulnerable people, building community resilience, building engagement and cooperation with relevant stakeholders and advocating for an enabling environment for sustainable development.

The volunteer will be staying at a hotel near DPA’s office in Phnom Penh (individual private room, with key-lock, private bathroom) Breakfast, lunch and dinner will be taken in hotel or restaurants nearby.
