The volunteer will provide support and strengthen LLC’s capacity to design and implement a practical M&E framework for its projects, building on the project management foundations established during the first volunteer mission which took place last March 2026.

Objectives

Live & Learn Cambodia (LLC) is a Cambodian NGO founded in 2004, working on sustainable livelihoods, environmental governance, climate change adaptation, and community resilience. LLC manages multiple projects funded by international donors.

In March 2026, a first Planète Urgence volunteer carried out a 2-week mission with LLC focused on project management tools and monitoring. This mission covered project planning, logical frameworks, and dashboard tools. However, due to time constraints, the evaluation dimension (M&E framework design) could not be addressed.

This second mission is therefore directly in continuity with the first: the new volunteer will support LLC in designing a practical Monitoring & Evaluation framework that allows the organization to move from output tracking to outcome and impact measurement.

LLC currently lacks a structured M&E framework to systematically track and measure the outcomes and impact of its projects. Teams operate in a fast-paced context where implementation takes priority over documentation. Without a clear framework, demonstrating impact to donors and stakeholders remains difficult.

This mission aims at filling the gap by producing a functional M&E blueprint that LLC staff can use and maintain independently.

Action expected of the volunteer

The volunteer will:
– Review LLC’s existing project documents (logical frameworks, activity reports, donor reporting tools) and meet with key staff to assess current M&E practices and gaps.
– Co-design with LLC staff a simple, practical M&E framework (including indicators, data collection methods, and reporting templates) adapted to the scale and context of the organization.
– Develop 2–3 ready-to-use M&E tools (e.g. monitoring matrix, data collection form, results tracking dashboard).
– Train LLC staff on how to use and maintain the framework and tools (participative training, hands-on sessions).

Phnom Penh is a vibrant capital offering many options for local and international food, supermarkets, and cultural sites (Royal Palace, National Museum, Tuol Sleng, Mekong Sunset Cruise, etc.).

Type of beneficiaries

12 staff members from the project team will participate in the training. This group includes 5 Project Managers and 7 Project Officers. Gender breakdown: 5 women (including 1 Project Manager and 4 Project Officers) and 7 men.

Profile of beneficiaries

-At least holding a university degree
-Experience in project management and M&E for at least 3 years.
-Ability to speak, read, write and communicate in English.
-Working background in community development, such as livelihood, agriculture, environment, climate change, WASH, child’s rights, youth and community-based organization.

Currently, the staff’s M&E expertise is primarily limited to project-specific requirements dictated by various donor guidelines. There is a clear lack of internal, harmonized tools for monitoring and evaluation at the organizational level.
Specific needs: The objective is to transition from purely “donor-driven” M&E to an “organizational” M&E system aligned with LLC’s global strategy. A recent internal self-assessment confirmed that while project managers have basic knowledge, the team needs to strengthen its capacity to design and use proprietary tools that reflect the organization’s own strategic goals rather than just external reporting requirements.

History

LLC was established in 2004 and registed as a local NGO in 2005 with a mission to empower local communities to improve their quality of life and foster a healthy environment. The organization’s creation was spurred by an initial assessment of the needs and perspectives of communities residing around the iconic Tonle Sap Lake, a vital ecological and economic resource for the nation. This initial engagement revealed a critical need for a holistic approach to development, one that intertwines environmental stewardship with sustainable livelihoods.



LLC founded to address the multifaceted challenges faced by many Cambodians, particularly those in rural and vulnerable situations. The organization works to combat poverty and promote sustainable development by equipping communities with the knowledge and skills necessary to manage their natural resources effectively and build resilient futures.

Useful informations

Welcome and transfer

The volunteer will be welcomed at Phnom Penh Airport by a member of LLC’s team and transferred to the hotel. To travel from the hotel to LLC’s office (approx. 20-25 min), the volunteer will use GRAB tuk-tuk.

Hosting

The volunteer will stay at a hotel in Phnom Penh (individual private room with key-lock and private bathroom). Hotel booked and paid by LLC, including breakfast.

Equipment available on site

Office desk, internet, stationery and printers available. The volunteer should bring a personal laptop.
