Curriculum and networking workshops for rural communities

To help RLEK rural communities enhancing their income through networking, by providing a training in marketing to its staff, and help them formalize a training curriculum useful to themselves and the beneficiaries. The volunteer would provide its expertise to the staff of the organization, who will further transfer this knowledge and provide hand holding to communities at the grass-root level. The expertise of the volunteers will be required in the field of marketing linkages i.e. to name a few - understanding the market opportunities, exploring market linkages best suited for grass-root products, dialogue with stakeholders of rural enterprises, access to markets and good packaging etc. The training will be for similar types of Income Generating Activities implemented in different project areas of the organization, but although in Uttarakhand RLEK works in all the thirteen districts of the state, the volunteer will be specifically involved in two development blocks of Dehradun district namely Sahaspur Block and Chakrata block. RLEK believes that the mission would solve the basic problems of local people in terms of marketing linkages, packaging and new techniques. The main target group of RLEK IGAs project is Muslim women who do not enjoy economic independence. In the project area, their role is further subjugated in the society and they are not allowed to go out of the village to work or to sell their goods. However, they manage to connect with the nearby local market. RLEK doesn’t have any policy or curriculum to support the beneficiaries in marketing and would like to be trained in order to support them in a more efficient way.

The volunteer’s intervention will focus on enabling the staff to support the beneficiaries in the following aspect : - develop their skill of entrepreneurship and teach them how to convert low income generation activity in a successful high profit earning business to the rural populace. - teach them how to form market linkages and to sell their products outside their local markets on their own. RLEK therefore expects that through the volunteer’s support, the participants of the mission are able to make their beneficiaries independently go ahead with market linkage, which will lead to - increase in income by reduction of operating and resource costs - ability to explore markets beyond the local vicinity - development of linkages with government departments/line departments - enhancement of the levels of confidence amongst the beneficiaries - greater opportunities for innovation and for new products, services and market development. Moreover, the success of enterprises will encourage others in the community to take up such initiatives. Regarding RLEK staff itself, RLEK believes that this mission will come as a positive opportunity for them to enhance their leadership qualities and would help in improved risk management. It will also encourage better organizational functioning, through creation of a more integrated and performance driven culture with greater linkages and employee learning and motivation.

The mission will be organized for RLEK staff members who will get trained to disseminate the same knowledge to more people in and around Uttarakhand. Local beneficiaries, especially women from RLEK’s project area, will also be consulted and will participate in the analysis of the current production and sales system.The team is not just involved in IGAs (Income Generation Activities) but is involved in overall development of women be it social, political or economical. They all have a Master’s degree in rural development. The heads of the team are : Ms. Rekha Pundir– Project Coordinator Ms. Damini Bhargava– Master Trainer in Gender Mr. Arvind Sharma - Master Trainer IGA Activities and livelihood Ms. Pushpa Sharma - Master Trainer – Women Empowerment and IGA Activities The participants, staff of RLEK, read and speak English. They have not received any training in the field requested for the mission. The women from the rural areas do not speak English but staff of RLEK will translate.

Rural Litigation and Entitlement Kendra (RLEK) was created by Avdhash Kaushal, who has made his mark as an institutional builder and a man of the masses, to achieve the Vision of creating a just and sustainable society and accomplishing a mission to empower indigenous groups, marginalized populations, women and children to claim their right and entitlements under the constitution of India. RLEK works in the rural parts of India, the states where RLEK concentrates its activities are Uttarakhand, Uttar Pradesh, Haryana, Jharkhand, Chhattisgarh, Rajasthan and Odisha. Though in Uttarakhand, RLEK works in all the thirteen districts of the state, however, the volunteer would be involved in two development blocks of Dehradun district namely Sahaspur Block and Chakrata block. Sahaspur block is semi-urban while Chakrata block is totally rural and the majority of the people in Chakrata being hill people and Schedule tribes, the culture, habitat, customs, practices, usage and cultural mores are markedly different from the rest of district, particularly the plains of Dehradun tehsil. The villages in Chakrata and Jaunpur (Block of Tehri District) are small and generally contains population less than 1500. The area is under the influence of bonded labour culture. RLEK’s activities are funded by the funding partners in the project. Generally, the funding agencies are various Ministries in Government of India such as Ministry of Rural Development, Ministry of Minority Affairs, Department of Justice etc other funding agencies are United Nations and Development Programme (UNDP), Canadian Fund For Local Initiatives, Australian High Commission etc to name a few. RLEK has Employees -17 and Volunteers – 60. RLEK has more than 40 interns coming each month from various universities from India and abroad. These interns are working equivalent to 10 full time employees. There are 10 members on the Board of Trustees. Since RLEK’s creation in February 1989, the organization has successfully completed more than 100 big and small projects, like…. trainings of trainers and develop need based training manuals and modules for various institutions, created and trained many Para-legal workers and lawyers; generated community awareness and village mobilization, formed Self Help Groups and women federations, gender capacity building of women and other marginalized groups including SC/ST for social, legal, economic and political empowerment, capacity building of NGOs/CBOs from India as well as other SAARC countries, need assessment, action research, preparation of training and IEC material, human rights, legal literacy, gender equity, advocacy & lobbying (for people centred policies & laws), sustainable livelihood, formal and non-formal children education, adult education, health awareness, holding workshops to bring about affirmative change and policy directions, legal literacy and empowerment, strengthening institutions of local-self governance, documentation, monitoring & evaluation, data collection & situation analysis, compilation and developing compendium etc. RLEK is currently involved in legal empowerment of women and the community. It has also undertaken political empower of Elected Women Functionaries in Local Self Governance. RLEK is also running 15 Primary Schools for the children of marginalized and tribal communities. It is also empowering Muslim women with income generation activities in the state of Haryana. RLEK support 12500 approx. people directly via their activities at a time. These people are the marginalized communities living below the poverty line, the SHG women, Elected Women Functionaries, nomadic tribe and the children coming to RLEK Primary school are run across Dehradun, Tehri and Uttar Kashi districts of Uttarakhand and Saharanpur district of Uttar Pradesh.

A RLEK vehicle will receive the volunteer from the airport and bring the volunteer to RLEK office campus in Dehradun. It takes around 45 minutes from the Dehradun Jolly grant Airport to accommodation/mission site. The mission site and accommodation are both within the RLEK Campus. However, when the mission is schedule for rural areas then we will hire a vehicle from outside which will take the volunteer and RLEK staff representative to the field area each day.

The volunteer would be staying in our fully furnished guestroom on the RLEK Campus in Dehradun. It is an individual room with attached bathroom with electricity supply round the clock. There is Wi-Fi within the campus so the volunteer can avail the internet facility anytime. Mosquito repellent will be provided. The guestroom is modestly furnished with a double bed, a study table, chair and a T.V.

The mission will be carried out in two places- first in RLEK office campus, second either in the rural areas of Sahaspur block or in Chakrata block as per mission schedule. The office campus is fully equipped with all the facilities such as whiteboard, smartboard, paperboard, computers with wi-fi connection, video project. RLEK will make and provide the facilities of whiteboard, paperboard, laptops with internet connection to the mission. The volunteer will be allowed to use all the above mentioned material, if he/she needs any other assistance within RLEK’s capacity, it will be provided to the volunteer.
